Why has my Amazon driver been in the same spot for 15 minutes?

Probably on a break. If it's a larger vehicle, they have to have a certain number of breaks by law. And even if they're in a normal car, they're entitled to a lunch break and it is lunchtime right now.

I had this whisky DD was waiting for a package very excitedly. Ooh look, he’s on the map! He’s just down the street! We can see his van from our drive! Oh, he’s not moving. Still not moving. Better go inside and wait as it’s cold. He’s still in the same place.
20 mins later he arrived. He must have been having a break, which is why I didn’t want to go up to his van and demand the package which is what DD wanted to do.

@MissSusanScreams I had literally just woken up and could see he was a few streets over. I had a shower then checked again to make sure I hadn't missed him and he was still in the same spot.

Anyway, turns out he couldn't find my address! neither can any other delivery service

Some drivers are tracked so closely that they are not allowed to deliver outside their promised times. I’ve had a dpd driver stand on my doorstep for two minutes (I opened the door as soon as he arrived) before he was allowed to let me sign his handset. Maybe your driver is getting ahead of schedule.

A close friend has a business with a very active sales and servicing team who have company cars and phones. Their daily routine is a hive of activity and on computer screens at HQ you can see precisely who is where and for how long. Down to within 10 metres. One winter evening he noticed one of the servicing guys would routinely stop in what Google Earth suggested was the delivery area of a retail park, almost without fail at 4:30pm two or three times a week, staying there for 30-45 minutes before returning the last two miles to the office for debrief. Conscious this was wasted time, the friend decided to drive round and discover exactly what was going on (missing stock was one area of concern). Except when he drove round, he found the servicing guys car parked up behind some trade waste bins, windows steamed up and a pair of dainty feet spread apart against the dashboard window. Next to his car was his PA's car, who had often left early to 'drop some paperwork into suppliers' or 'go and do the bankings' on the way home. He sacked both of them.

So delivery outfits don't allow the driver to deliver too early - their devices won't register the signature.
