Help with a very quick translation from Italian to English

Hello all!

Is there anyone that could quickly help me translate the following from Italian to English? Google translate isn't making much sense!

"carattere difficile quella donna fortuna che ha incontrato me che sono buono perché un altro l'avrebbe già mandata"

It's a bit tricky as it seems to be part of a longer text and no punctuation.

I'm partial to stronzo. . When the woman at the Italian consulate in Los Angeles kept asking why exh wouldn't sign the paperwork for me to renew my passport (ancient Italian rule that if you have minor children you can't get a passport without other parent of those children signing off on it - even if you have been estranged for years) - she finally got it when I told her that exh was a stronzo.
