2 yr old refusing to wear underwear, any advice?

My DD (28 Months) potty trained easily with no problems. Fast forward a few weeks and she’s suddenly refusing to wear underwear. Says they’re too tight but you can see they’re baggy.
Anyone else had this? Found a way around it? We’ve been resorting to just putting her leggings on last couple of days but I don’t want this to become the norm.... confused

As it seems fairly common I’m just going to buy a couple of different new styles, perhaps cut labels out of her existing ones and go with the fliw for a bit. (We are quite relaxed about stuff like this generally - she often looks a bit of a state cos she’s insisted on dressing herself and refused to have her hair combed!)
If she wants to wear a skirt we’ll cross that bridge when we come to it!
I’m wondering if there have been too many changes lately and she’s exercising control? We’ve taken her dummy away and moved her to a toddler bed. I’ve come back to work after a few days off with her and she’s been a bit poorly....
Of course, she put them on with no issues this morning!
