On average what should a 3.5 year old be able to do?

There's many ways a child's development can be tracked - do you mean physically, cognitively, behaviourally...? Or other? Need a little more guidance in what you're concerned about :)

My son is 3.5 and is having assments with speech and language. Portage and pedatrion. He is behinde on his development. I just could not remember whats exspected around that age.

Try not to worry yourself too much, if he's being assessed it means it's being looked at nice and early - and often speech and language delays at that age with a little therapy can improve to the point of "average" again surprisingly quickly.

As you recognise some development delay, I think as a mother the most important thing for me would be to recognise any anger or frustration and bad behaviour may stem as a result of it and to be extra attentive and patient.

The rest will come along in his own time

I would say a 3.5 year old should talk in sentences but with frequent mistakes eg 'Today we swimmed' or referring to women as 'he'. They ask questions 'WHY WHY WHY WHAT'S THAT'.
Physically they range from scribbling to drawing people with no head to starting to form letters. They can climb stairs one by one and jump with both feet off the ground. Most 3.5 yr olds are potty trained. They can follow simple one or two step instructions.
As other posters said, if they can't do these things then don't panic, it's good that intervention is happening before they get to school and it's good that you've recognised there could be an issue.
