Lighting regulations

This is a bit of an obscure question, but you never know!

The apartment building I'm staying in very old, and has a lot of original features. However in the common areas (stairwells and landings) there are old-fashioned lights which the neighbours keep turned off. This means that when you enter or leave at night, the stairwell and halls are in pitch darkness and you have to grope around for switches, most of which are indistinguishable from doorbells!

If you turn them on as you're going out, someone inevitably darts out (presumably) and turns it off again the minute you're gone, so when you return, you're back to pitch darkness.

I'm pretty sure that this is in contravention of half a dozen fire and safety regs, but can anyone point me in their direction?

There are no non-mains lights in case of power outage, although they know about this and have a plan of action (although God only knows when this will be implemented) but it feels like it should be the case that the lights come on automatically at a certain time, and CANNOT be turned off, right?
