Claiming PIP and carers allowance

I've just found out that person A is claiming PIP and person B is claiming carers allowance for person A.
However person A is also working FT so how can person B claim carers allowance?
Is this allowed or is something amiss here?

You can work full time, claim PIP and still need at least 35 hours per week of care. I know lots of people in that situation, it’s perfectly fine.

If person is doing 35 hours of care they can get carers.

It's allowed. PIP is not a means-tested or out of work benefit; it's awarded on the basis of the recipient's disability tested against 10 care and 2 mobility criteria. Carer's allowance is awarded where the carer provides 35 or more hours of care a week and doesn't have their own income (with a small disregard).

Carers Allowance is heavily abused, there are almost no checks done on whether claimants are doing the 35 hours caring or even whether they're capable of doing it. As well as the above scenario, you could have two people with identical care needs claiming CA for each other, apparently doing for somebody else what they cannot do for themselves.

That's not a criticism of genuine carers. They deserve infinitely more than the pittance they are given, especially given that most continue to care way over 35 hours a week.
