Would you report someone for stealing a loaf of bread?

Meat / cheese / booze are all high value food stuff stolen to sell.

Bread? Not so much!

Arguably it's not stealing the bread that was the slippery slope into stealing the silverware. It's the conviction in a black and white system that sees stealing as stealing and means he can't find work or lodgings. And it's the act of kindness from the bishop in not only not reporting the theft but giving the rest of the silverware too which changes the direction of his life.
