Neighbour leaves kids on the street unsupervised.

Woman across the way has been leaving 3 kids, outside the house. The two smallest look under 5 and the little girl with them probably not more than 7,
They are sat, unsecured in buggies, in front of the house, by the side of a road that is very busy.
I have witnessed it before and today they were there for about 15 minutes.
Do I ring 999 or 101?
I was going to knock on the door but I didn't. I kept an eye and then the kids were gone, but the buggies were still there.
Should i still tell someone?
Have I been negligent or is it none of my business?
The kids look cared for, tidy and neat. There are a lot of kids in the house, its the hols and there might not be a lot of resources for them.
But....what if shomething had happened...
Its really bothered me that I didn't do something

I have no idea. The buggies are still outside. They were there about 2 hours ago.

It is such a feckless thing to do. i know we all get overwhelmed with the kids but sticking them on thes treet and they are so little

You say a lot of kids. Are they all hers or us she a childminder?

They seem to be all hers. Though it seems other people drop kids off but they seem to be family so honestly its difficult to give an exact figure.
About 6 in total that I see coming and going from school. Eldest is probably 10 or 11 down to the 3 and 4 year old.
Who should I tell?
SS. The police or community police?
I didn't know if 999 was the right place...though it could have been an emergency.

You could contact the NSPCC and talk it through. If they think it is negligent they can pass it on the SS. It sounds negligent to me and I am a SW.

Maybe contact 101 if your concerned for there safety.

Have a look on Ofsted reports, it'll say if you have a childminder near you.

7 year old seemed to be in charge and wasn't in a biggie. The young ones were wandering about in the pa ement

Right. Fuck it. Rang diuty social services and reported. They said if it happens again then 999.

Joyriders come down this street with police in pursuit. 6 months ago one of them drove down the pavement, took out a couple of cars and ended up smashing into someones front room!
Thats the kind of street we live on.
Heavy lorries, vans and so on and of course whatever passing weirdo.
The kids look cared for. Clean and tidy. The buggies are expensive etc.
Why would you do that?
