Neighbours dog...

We live in a ground floor flat. A few months ago we got new neighbours in the flat upstairs. They're a young couple, and seem pretty naive.

A couple of weeks after they moved in they asked if they could take some photos of our garden. It was early Sunday morning and I was recovering from the night before... I was confused but I let him in. Turned out he was going to get a dog and they needed to show that they had access to a garden. They don't. We both rent from the same agent, and I am not sure that they even got permission to have a pet. We have a cat and needed approval before we moved in. I wasn't happy about it, but we decided not to get involved.

The dog arrived shortly after, and all was fine at first. But...
It barks constantly, and howls constantly. It is really annoying as it is clearly audible in our lounge- even over TV or music. I think it only does it when they aren't home, but as they're young I think they're out a lot. He sounds really unhappy.
So do we:
A- try to ignore the howling
B- talk to them, I'm not sure whether they'll actually do anything about it
C- inform the agents
What would you do?!

Inform the agents.If you can hear others will too.

Talk to them and explain your concerns and then talk to the agents if things don't improve. Are they giving him a good long walk before they go out? He could be howling a because he's bored/under stimulated. Keep in mind though that very young dogs sometimes take a while to settle in and get used to their owners leaving them alone. Are you a doggy person? If so, perhaps you could volunteer to let him out while they are at work?

I'm not really a doggy person, and I'm at work all day so I won't really be able to help them.
We're thinking go up and talk to them tomorrow, and see if that helps. Not going to be an easy conversation!
