Etiquette of ignoring/declining friend requests

Someone I knew when I was quite a young kid sent me a friend request, which I ignored. I didn't think we'd have anything to talk about - I've only seen him once since I was nine and we didn't have much in common anymore then. A month or two later he sent me a second request which I also ignored. I didn't feel too bad about this since he never sent me any actual message with the request.

Now he has sent a third request, this time with the message "I really hope you remember me!"

I've got enough to do to keep up with family and friends without corresponding with him. Was it rude of me to ignore him? Should I keep ignoring him now, or is there a polite way to say "no thanks"?

I'd just keep ignoring him. Maybe he'll give up and think he's got the wrong person.
