DD's school dress deliberately cut

I was a bit Shock to hear that my friend's dd deliberately cut my dd's with scissors at nursery school today

Both are 4 yo girls. I wouldn't mind but the dress is now unwearable - big cut rent in it. My dd said, "She did it because she doesn't like me anymore and she doesn't want me to be friends with her friends." Sad

I'm annoyed on two counts.

i. that little girls were in possession of scissors that are potent enough to cut fabric unobserved by teachers.

ii. that I was only told about the incident when I saw the rent in the car park and went back into class to ask what had happened.

What should I do? I'd like a new dress but should I just accept it as part of the rough and tumble of school life?

And how to equip my dd with coping skills if there is bullying and meanness?

IIWY, I'd swallow the cost and buy a new one. Children are wont to do unexpected things at that age.
Sharp scissors are much less dangerous than blunt ones and at four children should be able to use them safely.
With regard to not being told, I would mention that to the school staff.
It's all part of lifes rich tapestry.

I would discuss it with the school staff - you certainly should have been told. I'm presuming that the little girl who did it would have been in some amount of trouble, and that her parents would have been informed - perhaps they'll offer to buy a new dress (hopefully!). I don't think you'll get a new one from the school though.
