How do charities bid for funding and who decides if and what they get?

We dont bid for funding but we do give to smaller local charities via a bidding process.

Each charity puts in their bid like a business plan.
It shows who the "client" is.
What the aim of the charity is.
How the charity will meet the need/needs in their area.
Will it be manned by staff/volunteers/both.
Length of project.
Requested amount.

The bids are then reviewed by a board who are a mixture of paid staff, volunteers and patrons of our charity.

What is a good "pitch" for a grant? Our local charity has submitted several requests for grants but have been knocked back.

The bids that do well are slick.
Well put together, clear pathway of what the support the charity will provide and declarations from clients about how the charity has/could supported them.

Also if you can have other services who you will work alongside listed is always good.
So for example if you are a teenage support group you could show you have made connections with local police/housing/other youth programmes.

It really does need to look like a business plan but pitched with passion if that makes sense?
