Is this stinginess?

A guy I've been chatting to (the exciting phase) found out that my friend works at a restaurant where he has a two year old voucher for. He said if my friend would still honour the voucher, he would take me there for dinner. Is it stingy/cringe of him to even suggest that?

I'm hoping it's a joke, but I really don't think it is. It has made me feel very differently about him and the situ. It is hideous isn't it 😂
