It's hard to tell from your photos, but is the non-pointy end torn?

I suspect it had a slit in it for the head to slot into (talking packaging here ladies ...) and was wrapped around a cord.

It's a cable tie. The pointy end goes threw a slit at the other end and you use it to keep things together - it's to help prevent damage by over tightening wire ones.
They're gradually replacing the plastic coated wire ones that we're used to - it's definitely not some kind of soft cock ring or similar

Ah. My DH has one of these. Fairly new invention, popular with boys in their late teens and young men. Slowly becoming more mainstream with older men. It is a penis floss.
