Neighbours car!!! - PLEASE HELP

not really AIBU but need advice please
My neighbour goes to work at 10pm each night and comes home at 4am. His car wakes me up at both times EVERY NIGHT. It sounds like it's going to explode - not well at all.
I mentioned this to a friend about 3 weeks ago and said how I think it doesn't sound fit for purpose. Friend told me about how you can check online for MOT etc - I did, and the car has no tax or MOT thus no insurance.
I reported this to 101 and the dvla and nothing has been done about it! Furthermore - this neighbour has 3 DC who he looks after at the weekend, and drives them about in said death-trap.
I called 101 again yesterday with my concerns and they said contact dvla, I called them again and they said they have a "process" and write to the person first, then if not heard back in 'X' amount of days they escalate it.
I don't understand how this can go ignored for so long - the MOT expired last AUGUST!!!
I am at my wits end with being woken up each morning at this time, and also majorly concerned this person is on the road in a dangerous vehicle.
A friend suggested I write on the car in permanent marker - "this car has no tax or MOT". The friend said it in jest, but maybe that would actually work?! Obviously I don't want to be done for criminal damage though but I really am at a loss and frankly pissed off with the police and dvla!
What can I do?!?!

I cant go and talk to the neighbour either - he has caused us loads of trouble in the past with all night partying etc so isn't an option.

It updates online as and when they sort it - checked and still no tax/MOT
Plus there's no way it could have passed it's MOT and still be making the noise it does - I'm not exaggerating when I say it sounds like it's going to explode.

There seems to be two issues here, firstly a noisy car, and secondly no MOT.

Possibly when serviced and MOT, the car will be quitter, possibly not.

Regarding the MOT, you have got the processed started. Maybe ring 101 again and another operator may treat the situation differently.

I don't think there is much more that you can do. The problem is that around a third of drivers in the UK (so millions of drivers) drive without a valid mot for at least a week and around 1.2 million people drive without insuring their car, largely because the fine is cheaper. I don't think there's any point being pissed off with the police and dvla because your neighbour is the tip of an enormous iceburg.

I'm just surprised - I feel like if it was a young lad from a council estate, the police would be STRAIGHT on their case.
I mean, if he hit someone in his car there would be no insurance - maybe I'm naive but that's very worrying!
Anyway, can anyone recommend some decent earplugs??

They will get to it eventually, it seems to take ages for anything to happen when you report a car for no MOT/road tax/insurance. It was very satisfying in the end to see the one I reported being towed away but I expect they wrote to the owner several times before it got to the towing stage.

Have you also reported it to your local council? There is a form on my council's website for reporting unroadworthy vehicles.

Ok, so I live in the vicinity of very noisy neighbours and do use earplugs; I find the wax ones best and use the Quies brand. However, it really pisses me off that so many people just go: "earplugs?" when someone is being disturbed by unreasonable noise, which this is. So all the noisy cunts should just be left to do whatever their entitled arses want and the rest of us get earplugs?

Perhaps the 'earplugs' proponents don't realise that long term use can give you all sorts of ear infections and, worse, permanent tinnitus.

Anyway, I didn't actually start reading this thread and intend to spout off about earplugs but it does fucking annoy me.

OP. You are within your rights to inform the environmental health and the police as this person is being quite definitely anti social as well as breaking the law. Good luck.

The silicone ones are the best in my experience.
Unfortunately they don't block out our neighbours either. Sending sleep vibes instead of flowers!

You might assume that but basically the police have a lot to do with reduced numbers and shrinking budgets. Why do you think that the driver's age and location of his home would influence the police?

Didn't realise I can report to local council - I'll look into that too.
Pivoine - yep, it is very frustrating, it does seem unfair that those people who are inconsiderate to their neighbours just carry on as normal, meanwhile we have to try and get earplugs, sleep with windows shut in this heat etc, just to have one full nights sleep.
Unfortunately he is parked in a gated communal carpark so don't know how dvla would get in to clamp anyway?

Reporting to the council is for abandoned vehicles - this is being used every day, so not abandoned. I think you have to try & be patient. You've followed the process so the situation should be sorted but I would keep checking back with 101.

No, you can definitely report this to the environmental health, which is the council, after all. It's also going on in unreasonable hours which helps your case.

One mire thing about earplugs before I get off my soapbox - and bear in mind I wear them every single day and have fond for years and years - they're not a magic cure and font block out all noise at all. Bassy noises, like from a car exhaust or plane (God, I have these flying overhead all the time) or impact noise, like stomping up and down stairs, are merely slightly cushioned. The best results with earplugs are from higher pitched noises, line conversation and music etc., - well as long as it's not bassy.

Yes call your council if it's parked on public land. They can treat it as an abandoned car.

Flare isolate earplugs. We have very noisy neighbours and they have saved my sleep!

You definitely can't have this treated as abandoned by the council as it's clearly not abandoned.

You're doing all you can at the moment OP, you just have to be patient. In the meantime it might be advisable to get earplugs.

No MOT or tax doesn't invalidate insurance.

Not having a MOT does not make a car a death trap. Given you can drive away from the garage and have a bulb go rendering the car legally unroadworthy, the MOT is a bit meaningless.

That said it is a legal requirement that the car has one. Getting one won't necessarily stop it disturbing you though.

I dont get why you havent informed the Police?

Tell them he's drink driving and you've checked the car has no MOT etc, they'll soon come and pay him a visit. And yes, they too can seize his car, no matter where it is.
