If someone used this phrase, how would you interpret it?

Forced consent to sex is rape but likely even harder to prosecute than usual unless the forced person is in a legally vulnerable group e.g. a child.
For some reason I expect it is in an existing couple relationship.
Care to give more context?

Um, as rape. Any kind of compelled "consent" is not valid consent.
