It’s the fact that he was out on license and on a curfew for 7 previous sexual assaults FFS 
He admits to ‘cross-dressing’ on the night of the latest incident (Sept 2019) whilst most reports are saying he was ‘disguised’ as a woman. The reporting suggests that they did not believe he was trans (and I’m being correct in stating a ‘cross-dresser’ comes under the transgender umbrella category of transvestite)
The images are terrifying. He’s got 5 and a half years now. It would appear that his dressing as a woman may have been a feature of his previous attacks too given the judge’s wording.
The victim’s statement was heartbreaking.
