I have done a quick search but can't find a thread on this already so thought I would post a link for info - it closes at end of September.

I tried to complete this the last time it was mentioned on here. Gave up on frustration it's really or aimed at the general public. Probably deliberately Angry

I've tried, and given up, for the second time. I've never seen such a complicated consultation paper.

Thats not a consultation, its almost impossible to complete for the average person. I'd like to know who designed it and what skin they have in the game.
