The original article was very odd in that it completely avoiding naming the sex of the perpetrator. Well, guess what?

Never happens, of course.

from Times:

Asked how Dolatowski could pass a risk assessment to live in a women-only hostel having targeted two girls, a council spokeswoman said: “These are women, they weren’t girls.”

She added that the decision to admit Dolatowski to a female hostel was guided by the National Accommodation Strategy for Sex Offenders, which does not mention transgender people.

The spokeswoman refused to provide the criteria of the risk assessment. It is understood that Dolatowski has now been moved into her own accommodation.

This is such a failure of Safeguarding and critical thinking.

The fact that an 18 year old identifies as transgender is not the relevent issue.

The offender is a male.
The offender was convicted of sexual assault and voyeurism against two females who were children, in a women's toilet.

There is no basis for a male convicted of these crimes to be housed in what should be single sex accomodation for vulnerable females, regardless of age.

I can't imagine how this went through Offender Management discussions. Only that policies created by Trans Rights lobbyists obscured the offender's sex and thus hindered effective risk management.

Article in the Times today:

Apparently Fife Council thinks it's okay for the sex offender Dolatowski to be in a women's hostel as "These are women, they weren’t girls.”

It beggars belief!

Knicknackpaddyflak · 26/02/2019 21:37

This, it said, was done in line with national policy

Then the national policy is abysmally unfit for purpose.

R0wantrees · 26/02/2019 15:50

This, it said, was done in line with national policy and through the Multi-Agency Public Protection Arrangement (MAPPA) with police, NHS Fife and the Scottish Prison Service.

James Morton (Scottish Trans Alliance) has been very inflential in pro trans rights Scottish Policies. As they have been scrutinised, impact studies on the implications for girls and women seem universally absent.
Scotland's current prison policy enables male prisoners who identify as women regardless of whether they have GRC to be accomodated in female estate.
The male offender in question is only 18 so won't have a GRC though this may not be relevent anyway

There are some groups of amazing women in Scotland identifying the legal and Safeguarding issues with policies.

Ta, Lang.

Will root through in a bit.

LangCleg · 26/02/2019 13:41

Here's the original risk assessment:

LangCleg · 26/02/2019 13:39

Popchyk it'll be buried in here somewhere, if you get time. I can't afford the rabbit hole of hours at the moment!

Popchyk · 26/02/2019 13:31

"Fife Council said it did not have a specific policy for housing transgender people but had a duty to accommodate offenders.

This, it said, was done in line with national policy and through the Multi-Agency Public Protection Arrangement (MAPPA) with police, NHS Fife and the Scottish Prison Service.

"A spokesperson said: “Each situation is subject to individual consideration and specific assessment. In situations like these the assessment and planning is carefully undertaken on an inter-agency basis.

“We all use the national accommodation strategy for sex offenders and through this process levels of risk are carefully assessed, risk management strategies are put in place and on-going monitoring is undertaken.”

So an inter-agency team carefully assessed this person and put them in a women's hostel anyway? So it is actual standard policy to place male convicted sex offenders in women's hostels?

I wonder what would ever lead the authorities to say no to a man who wants access to vulnerable women. Genocide maybe?

I will dig for some stats later regarding:

  • total number of women's refuge places in Scotland
  • total number of women's places in women's hostels for ex-offenders

Don't have time at the moment.

Fair Play For Women on probation hostels:

fairplayforwomen.com/impact-gra-reform-community-probation-hostels-safety-concerns-women-residents-local-community/

It's talking about England and Wales rather than Scotland but the proportions and principles will be the same.

There are only 6 women’s hostels providing a total of 112 beds (compared to 95 men’s hostels with 2100 beds).

Accommodating an additional 55 high risk in women’s probation hostels would significantly change the offender profile of the hostels. The relatively small population of 112 women in probation hostels would increase by almost 50%. There would be one for every two biological women.

(* = term banned on FWR but means not adult human female)

Popchyk · 26/02/2019 13:12

Police Scotland state that 4157 registered sex offenders are in the community. A further 1469 are in prison/hospital.

www.scotland.police.uk/about-us/police-scotland/specialistcrime-division/national-offender-management-unit-new/registered-sex-offender-numbers

The vast majority of those will be male (although people like "Katie" are counted as female by the system). Let's say that 4000 of this 4157 are actually male.

If only 2% of Scotland's male sex offender population choose to identify as female, this makes 800 male sex offenders in the community in Scotland who can choose to go to a women's refuge if they want.

Be interesting to see how many women's refuge places there are in Scotland. And how easily they will cope with the influx.

IfNotNowThenWhy · 26/02/2019 12:27

One resident in the unit for homeless offenders said: “This is a women’s hostel and it’s all women who work here. I feel sick and can’t stop thinking about what [she] has done.”

So..the resident likely said "he" and it had to be edited out??
The whole article is she may be a danger to other children, she may reoffend etc
I'm just gobsmacked at how we are all supposed to LIE about one incredibly important detail!
A young man assaulted a child in a supermarket toilet. And now he is housed with vulnerable women (and presumably children).
This is fucked.

RockyFlintstone · 26/02/2019 12:20

Wait...

It does seem that the likes of Tara Hewitt who literally is paid by the NHS to promote bondage to Macmillan Cancer patients

Whaaaaaat?????!!!

RockyFlintstone · 26/02/2019 12:19

Don't tar all trans people with the same brush.

Acceptance without exception.

If she says she is a woman then she is one and if you don't like it then tough shit, better to be put at risk and put others at risk than to be a transphobe.

Super.....

QuietContraryMary · 26/02/2019 12:02

It says it is a hostel for female offenders, and Fife Council are responsible for the placement, and claim it was in line with national policy guidelines.

IDoN0tCare · 26/02/2019 12:01

It’s s ducking joke! There is already evidence that half of the transwomen in jail are sex offenders, women in jail have been sexually attacked by transwomen that have been permitted into those female jails, but yet again another sex offending transwoman prisoner has been placed with vulnerable women. Those in power really really hate women, don’t they!

feministfairy · 26/02/2019 11:54

Just another paedophile / sex offender placed with vulnerable women. Please remember this never happens and add it to the lengthy list of when it has happened.

EweSurname · 26/02/2019 11:35

Fucking hell, look where they're placing the violent sex offender

R0wantrees · 03/02/2019 16:38

As well as the horrific impact on the two girls and their families, the need for the local community to be protected, it raises really important wider issues.

It would be interesting to know why the Dumfermline Press withdrew the article from its website.

Gingerkittykat · 03/02/2019 16:01

Generally reporting restricitons and naming the perp is 16 here, the victim is of course never named.

R0wantrees · 03/02/2019 15:49

it was another local paper I read about the story (Dunfermline Press after the first offence, oddly the story has now disappeared from their site

Gingerkittykat
That's odd.
There may have been issues due to some of the reporting restrictions as both the victims and perpetrator were under 18?
If its your local paper you could always ask as it will have been preserved from print copy even if deleted from website.

Gingerkittykat · 03/02/2019 15:27

@ROwantrees

I am fairly new to mumsnet, it was another local paper I read about the story (Dunfermline Press after the first offence, oddly the story has now disappeared from their site)

SonicVersusGynaephobia · 03/02/2019 09:26

That girl and her mother are brave as fuck.

They are incredible. Both of them.

R0wantrees · 03/02/2019 08:42

I remember reading about this story before (one of the supermarkets is the one I use) and was confused about this story because I seemed to remember the offender was male.

Gingerkittykat · 03/02/2019 01:00

Polmont is a male young offenders institution, so the offender is male.

I remember reading about this story before (one of the supermarkets is the one I use) and was confused about this story because I seemed to remember the offender was male.

I did a bit of digging and found this link
