i think it means someone who is sexually aroused by the thought of themselves as a member of the other sex.

I think the question is about whether trans people are just sexual deviants, getting themselves off rather than actually feeling like thats what they are. Someone trying to catch trans people out.

I think transvestites would be more likely to identify as this, rather than transexuals
