Can someone explain how the waiting list actually works?

I realise this sounds a really silly question!

Offered second preference for DD (School A) . Most local school. We were expecting this and ok with it.

First preference was School B almost 2 miles away which she's in the feeder for but out of catchment.

Once places were released, I checked the spreadsheet and School B did allocate to our of catchment feeder just not quite far enough on distance.

I was told Monday that DD is 1st on the waiting list for School B but could go down.

First question, in what circs would she go down? As the waiting list is automatic, surely there's no one left to join it until the second round of applications?

Second, I know 2 people who have declined places at School B in the last 24 hours and gone private. But when I called admissions today to check if we had moved (as I hadn't heard anything) I was told no, we are still first. How is that possible?

Man on phone a bit grumpy, said not to keep calling. To be fair this was the first time I've called but I did email on Monday. I was also really polite but I understand they're probably run of their feet with anxious parents.

Do the waiting list places come up as places are made available? Or do they release them all in one go to the waiting list?

We are Cambridgeshire, if that makes a difference.

We've also accepted our second preference school to be on the safe side, though I've been reassured that won't affect the waiting list!

Cambridgeshire admissions brochure says any declines will be offered between 2nd and 31st March and the second round of allocation happens on 24th april . Which is what makes it confusing. Any offers made between 2nd march and 31st march are purely on declines and to the people on waiting list. So it almost leads people to think that these offers will be for people before the second round of applications have started processing

That's interesting, and different to my area. But what it means is that the second round of offers will be places freed up by people accepting declined offers between 2-31 March.

In a way, that seems fairer, because it means on-time applicants get first dibs on the first round of declines.

CactusSwoonedEnding · 07/03/2026 09:37

Sit tight. There s nothing you can do right now, as long as it is confirmed (which it is) that your child is on the waiting list. It will probably be ok.

At this stage, places released from declines are not reallocated right away. Everyone has been given a deadline by which to accept or decline the place they have been offered. After that deadline, there will be a second round of allocations to whoever is on the waiting list at that point.

You woukd drop down from 1st place if (a) a child who has been going through the ehcp process gets school B named as the school they need or (b) someone who either has just moved to the area (after the application deadline) or who didn't originally apply to school B but applied to schools C, D & E and failed to get places there, but who is higher in the priority list for school B than you are, decides to ask to join the waiting list

CheerfulMuddler · 07/03/2026 09:21

Our city is short around 200 secondary places (we're one of the places people have been moving to). So a lot of schools have admitted eg twenty children more than their PAN.
For those schools, I guess 21 children would need to decline their place before places were offered from the waiting list.

"I don't understand it either, unless the second round is when they send out offers and up until then they're just collecting up applications and reordering the waiting list."

This is not difficult to understand, and the word "just" is inappropriate in the context. Late applications all need to be verified, including checking addresses and investigating potential fraud. The acceptances and declines from the first wave all need to be entered into a database. And there will be people emailing/phoning with genuinely important issues regarding missing or incorrect first round offers which need to be investigated and dealt with.

The second round of offers goes out as a wave rather than a trickle because that is the most efficient way to deal with large quantities of offers.

Your LA would be wise to do what mine does and only tell you your waiting list position after the second round, not the first, because then it may be more reliable.

Try to be patient

If she’s first on the list she’s very likely to get an offer. Calling on Monday will make no difference.

Yes we were out of catchment. Having checked again her position on WL slided down by a few. I still do not understand if they are processing the late applications now. If they are, then what really is the second round of allocation for late applications.

We were out of catchment too, but feeder. It's possible I suppose that catchment children who applied late could have been added in the last week. It's annoying they don't fill declined spaces as soon as they come available, because then we both would have been offered during that first couple of days we were top of the list.

I did speak to admissions, the guy was quite grumpy with me so I haven't dared call back and check the WL position again! I might call again on Monday.

I don't understand it either, unless the second round is when they send out offers and up until then they're just collecting up applications and reordering the waiting list.

I'm feeling quite pessimistic about it now.

This will probably all be explained in your local authority's admissions brochure.

Late applications are processed (i.e. verified and added to the waiting lists) prior to the second round of offers, but the main purpose of the second round is to distribute offers that were declined from the first round.

In my area the second round usually happens just before the Easter break.

Good luck to you! I'm hoping they will release the declined places after the deadline for accepting/ declining next Thursday. We're you out of catchment?

I don't know about you, but my daughter is finding it really stressful that she still doesn't know what school she will go to. For us the one she has been allocated is closer to our house but the one we're on the WL for is 2 miles away. It feels wrong in some ways and I wouldn't do it were it not for the massive difference in reputation of the two schools and the fact she knows nobody at the close school. Its all just a massive stress!

Exactly in same situation as you in cambridgeshire. DD is first on WL and no offer yet despite some declines. Keeping hopes of there being offers after the deadline

Thanks so much everyone, this has actually cleared it up. I didn't realise that late applicants went onto the waiting list before the second round.

Definitely not pinning hopes on this place coming to us now! We'll just assume we're going to the other school and if we get lucky, we get lucky!

In my area they don't make any second round offers until the deadline has passed for accepting/declining places, so the fact that two people declined this week would not immediately result in further offers.

It sounds like you have a reasonable chance of a place, unless there have been a lot of late applicants that live closer or have higher priority for another reason.

Jimmy5bellies · 04/03/2026 18:58

We were 3rd on waiting list on 1st March.
After hoping for a place in the second round and not getting one, we were told we were now 12th. I assume late applicants or those living nearer the school asking to go on the waiting list.

We eventually got a place via appeal in mid-May.

Lougle · 04/03/2026 18:53

minipie · 04/03/2026 17:44

Gosh I didn’t know this. So some areas make no WL offers for a week plus after first round, despite having spaces to offer?

Well, in the case of Hampshire, they technically don't have a waitlist until 11 days after the first round.

Cambridgeshire don't process late applications (31st October until 31st March) until 24th April 2026, so presumably there is a gap where someone could be allocated a place on a waiting list before the late applications are processed.

Lougle · 04/03/2026 18:39

minipie · 04/03/2026 17:39

Yes. Late applications rank behind on time applications for first round allocations, but then I believe they are treated equally with on time applications when it comes to WL positions.

However - if you were 1st on the WL on offer day, then that would be after consideration of late applications. So I don’t think late applications would explain your non movement despite the 2 declines.

Yes, so taking Hampshire, again:

On time applicants are notified on 2nd March 2026

'Early' late applications (I'm adding the word early to distinguish from the second set of late applications) made between 31st October 2025 and 2 March 2026 are considered on 12th March 2026 - this means they will given places if available, or be added to the forthcoming waitlist in priority order. People will not know if they have moved up or down the forthcoming waiting list as a result of an 'early late application'.

Waiting list is established 13th March 2026 (so after 'early' late applicants are considered) - this is made up of anyone who applied on time or in the 'early' late application phase and did not get a place, or who got a place elsewhere and is unhappy with their place.

'Late' Late applications made after 2nd March 2026 are considered from 13th March onwards. It isn't entirely clear whether this will be as part of the initial wait list formation, or after.

So, basically, once the main allocations are made, the formation of the waitlist is an orderly free for all - the punishment for being 'late' is not getting considered in the first round. After that, the punishment is no more and you're just like everyone else.

minipie · 04/03/2026 17:44

Lougle · 04/03/2026 17:35

Check your LA website. It should tell you how they will manage waiting lists. For example, Hampshire say "Secondary school waiting lists will be established on 13th March 2026". So, anything that happens between 2nd March and 13th March will not be classed as 'movement' that triggers the waiting list. Therefore, if someone is no. 1 on the 'waiting list' today, and someone declines their place today, they won't be offered the place yet. I suppose, theoretically, if someone asked to be added to the waiting list between now and 13th March, and they're closer to person number 1 but in the same category, then on the 13th March, they will actually be number 2.

However, once the waiting list is established (13th March) then the admitting authority must offer any places that become available to the person who is number 1 on the waiting list at that time.

Gosh I didn’t know this. So some areas make no WL offers for a week plus after first round, despite having spaces to offer?

Lightuptheroom · 04/03/2026 17:43

It's very much a case of things being updated, the admissions officers are dealing with thousands of declines (for all the schools in your county typically) so the waiting list may not update as quickly as you'd like. As for the how can you go down? Say for example a child with an EHCP, coming into care, sibling priority moves in, they will be higher priority for that particular school (normally EHCP and in care as these children have absolute priority)

The other thing to point out, as Hampshire state (I only use that example because I know it well):

"Please note that if we are able to offer your child a place from the waiting list, any previous offer will automatically be withdrawn. If you are happy therefore with your current offer and wish to be removed from other school waiting lists, you must contact the Admissions Team."

So, for example, if you are on the waiting list for a school and one comes through, but you prefer your current offer, you will be given the new school and your current offer will be withdrawn. You won't be given a choice. So you must be sure that you want the school you are on the waiting list for. Then you must remove yourself from other waiting lists.

minipie · 04/03/2026 17:39

Vivienne1000 · 04/03/2026 17:34

People can appeal and a lot do. Therefore if your 1st choice school has to take pupils after appeal, you are far less likely to get a place.

LIZS · 04/03/2026 17:31

Others who move into the area or who had originally applied to other schools and been allocated another can join the list and possibly be placed higher, such as by living closer, with sibling link and so on. WL are ordered according to the Admissions criteria already published.

titchy · 04/03/2026 17:31

Anyone applying after the March allocation isn’t penalised for being a late applicant, they’ll be slipped into the correct position on the WL along with everyone who applied on time but didn’t get their first choice school.

In terms of places being declined but offers not yet made from the WL I would imagine it’s just a case of waiting till those declines have been processed, the system re-generating the WL, then another round of offers will be made. That could reasonably be several days so be patient!

Bluejay44 · 04/03/2026 17:25

Hoppinggreen · 04/03/2026 17:23

They could live closer, be in care, adopted or military for example.
This could put them above you on the wait list despite being an in year application

So if someone fits those criteria, and applies late, they just get added to the waiting list and don't have to wait for the second round? I didn't know that.
