No, we want people to take responsibility for funding their retirement and so there should be incentives to do so. This just makes it less attractive so some individuals will make short term decisions as there is a reduced benefit to saving for the longer term.
It appeases lots of voters who assume people who invest in a pension are going to be living like millionaires when they retire.

I can still invest in a pension and get tax benefit WITHOUT the need of a company salary sacrifice scheme. They are different.

Yes, a good government should incentivise the behaviour they do want and disincentivise the behaviour they don't want.

So for example it would make sense that we would look to encourage people to save for their own old age so they are as financially self sufficient as possible and don't rely on the state. We should also discourage people from having more than two children when they're living in poverty and don't have the means to raise them without relying heavily on the state. Oh wait ...
