I'm very impressed too. I'm particularly impressed with the cogent detailed statistic packed blogs which I can't do...I think my generalised big picture frothing rants would look odd and spoil them.

Unfortunately, I'm waaaay past getting to frothy about the bastard websites - have seen all of them over the last decade of fighting the CSA and looking for help and advice. I have even infiltrated some of the more militant NRP sites, while doing previous frothy research, before I knew it was frothy research...

HuntyCat, fuck me, I had a quick look and there are so many sites on how to avoid the CSA out there! Deadbeatdads is about right if that is what they are up to! It is not about first family and second family, it is about your children, they are all the same value and worth, all your children, you dickweads!

If it's NOT in the Bill, then the Government can change that at any time - and if the IFS, and the CAB are stating publically their concerns, in papers published online that anyone can find, then surely there MUST be something in that, and it will be sooner rather than later that it is brought in?

I still can't find anything concrete that is more recent than the House of Commons thing I linked to. I have found a few airy-fairy sites that say that they are going to go REALLY HARD after non-paying NRP's. But they are ALL sites that are dedicated to NRP's and how the NRP's will be badly affected by this, leaving their 'new' families in poverty and how child poverty doesn't exist in the UK, except for in children from 'second' families. .

Am rather disinclined to believe a website that is blatantly scaremongering, insists on you PAYING to join their forum, has articles to read that are titled things like 'Divorced Fathers are treated worse than terrorists' , and the website itself is called 'DeadBeatDads'.

Trying to find something slightly less, erm, provocative to disprove what I have read in this House of Commons doc...

The DWP paper niceguy linked to is from October 2011. According to that, child maintenance will be disregarded 100%. It's not in the Bill, so we will have to wait until we see the regulations, but this seems like a clear commitment. And the regulations have to be approved by Parliament, so it would be difficult to wriggle away from this commitment.

Spousal maintenance will be 100% deducted however. Maybe that's where some of the confusion arose.

Will do some research on arrears tomorrow, if I can.

Well, thank fuck for that - but this latest crap I have found about the CSA arrears being written off, well, that is a House of Commons thing, and it is only from July 2011. I'm going to do a search for any newer info, to check it's not been superceded - but up to now, it is the most up-to-date info I have found.

Right, the IFS doc is "Universal Credit: A Preliminary analysis. IFS Briefing Note 116", dated 2011 but stating "We hope that more of these issues will become clear with the publication of the Welfare Reform Bill, expected in late January 2011."

It says conflicting things.

On p23: "Some income, such as maintenance payments from former partners (which are particularly important for lone parents), currently does not count as income for the purpose of tax credits. This income will be considered as income under the system of Universal Credit, and therefore will reduce entitlement pound-for-pound."

But on p46: "Some workless families currently have unearned income, such as maintenance payments from former partners (which are particularly important for lone parents), income from savings and widows? pensions. Most of these unearned income sources will be treated more harshly under Universal Credit than under tax credits. (note 29)
Note 29: Except for child maintenance, which will not count as income in either system. "

Apologies if my late night skipreading has missed anything important.

So I would say this document is largely speculative and superseded by the actual WRB and the Oct 2011 briefing note in Niceguy's link. And that though there is never any guarantee for the future, deduction of Universal Credit pound for pound with child maintenance is not currently on the cards.

Which is good news. And leaves us free to concentrate on all the other shit in the WRB.

How the FUCKING FUCK can they write off potentially £3.8 BILLION in uncollected maintenance?! What about the PWC's waiting for those arrears, that may have got in debt on the back of expecting this money back at some point - because up to now, maintenance was not a debt that 'disappeared', it only died when the NRP did, basically, and if there were maintenance arrears, they were taken out of the estate of the NRP - now they PWC's may NEVER get that money.
