"you have a car so you can access the community"

This is what a disabled pensioner friend of mine was told when he was visited by Adult Social Care He was asking about the possibility of storage for a mobility scooter and to have his shower turned into a walk in one. "we havent got the money" he was told
He did point out that Dunelm Tesco etc might take a dim view of him driving his car through their windows and down the aisles.
Essex County Council now run by Reform "we need to look after our own"

where did I say they gave a duty to provide whatever anyone asks for?

OP did your father get a copy of his Care and Support asssessment under the Care Act 2014? If he didn’t, I doubt he had one - most local authorities have mechanisms in place to ensure a copy is sent out because again, this is a legal requirement (again I know this because I work in Ind and carry out care and support assessments).

Edited

Yes so do I (It's officially a Care Act Assessment btw).

Under The Care Act the local authority must give a written record of a needs assessment but there is no duty to provide a copy of the assessment in full. A letter or email advising that the assessment has been completed, details of the needs identified and the eligibility outcome could be sufficient.

I don't have an issue if any of my social work team want to send out a copy of their full assessment (and we generally send people a copy if they request it unless there is a good reason not to) but we don't routinely send them out in our authority nor is there a legal requirement to do so.

The local authority also doesn't have to complete a Care Act Assessment if their initial screening processes identify that the person doesn't appear to have care and support needs. If an initial screening visit has taken place and OP's friend has identified during that visit that all they want is a scooter shed (nothing to do with the LA) and would prefer a walk in shower until he gets his knees replaced then the (most likely OT rather than SW) assessor will prescribe low level equipment and minor adaptations to assist with showering and then close the referral without doing a full (intrusive) Care Act Assessment

Usually people are pretty happy with that outcome.

They have a duty under the Care Act 2014 to complete a Care Act Assessment for anyone who appears to have care and support needs.

They don't have a duty to provide mobility scooter sheds at all, and would only have a duty to 'provide' a level access shower if that was assessed as an eligible need, although it's means tested so if he can afford to do the adaptation himself there would be no obligation on them to fund it and if he is eligible for a DFG there can be long waits if the funds have already been allocated for that financial year.

It sounds like ASC have already been out to do their assessment and told him he doesn't meet the criteria for support.

Put a call into the HA. Request a visit from his Neighbourhood Officer, so that you can get answers directly and they know first hand his medical issues. Many HAs do not like mobility scooters / charging, as issues with fires etc., but his medical issues may influence what can and can't be done. Never think those you speak to have all the info or record requests accurately, request a meeting and sit in on it.

@hatgirl I would usually agree, but I'm not sure we can be entirely confident who has or hasn't said what when reported third hand via the rather confused OP. We're definitely outraged about it though.

Edited because punctuation is good and duplication isn't.

He gets confused because of his stroke

My concentration would be better if i wasnt in an overheating flat

Ok, so the Local Authorty havd legal duty to identify those with social care needs and carry out a full care and support needs assessment. I know this because I work in adult social care for s local authority.

you go right back to ASC and you let them know that under the care act 2014 they have a legal obligation to carry out an assessment on any adult who ‘appears’ to have care and support needs. ‘Appears’ is a low bar and thus they should carry one out.

he asked his HA about a storage and charging point for a scooter instead of buying one first. Which is what i seem to remember posters on this site saying SH tenants should do before purchasing one. Obvs he wasnt going to buy one first and risk being told no. It was the HA who sent him to Adult Social Care

You only need to charge the battery surely? You can do that indoors. We've also bought an aluminium shed to store my husband's scooter..my friend leaves hers in the garden with a cover over it.

No he wanted permission to get it installed He would be paying for it He still got told no...........by the HA as well

And therefore is the HA run by the demonic uncaring Reform as well????

Thanks. He sometimes has trouble with speaking due to a TIA he had years ago So cant always make himself clear even to me. The knee problem proceeded the stroke due to manual work

So the issue is the HA won't 'do' the scooter shed or walk in shower, but your friend will pay for it?

I think it was ASC that came round not the HA

So he drives from his house to the car in his scooter and then the scooter goes into his car? Does he get any dla? Could he fund the shed with that or would he be taking over comunal space?

no disability benefits because his disability is temporary because hes on a waiting list 😕

yes it sounds like the HA was trying to pass the buck

My DH has a scooter shed which he paid/pays for and that was done by the HA

JenniferBooth · 16/08/2026 19:45

A refit of the shower would benefit other tenants too once he doesnt need the flat anymore There isnt exactly an abundance of accessible properties with the right amenities
When i moved on to the estate that im on back in the 90s all the ground floor flats had elderly/disabled people.

ground floor flat There is a grass verge outside His car is in the car park but its getting more difficult for him to get from the main door to his car He has been waiting for a knee replacement since before Covid and because its been so long the other knee is fucked as well where he has been putting more pressure on it to avoid putting pressure on the one that needs replacing Now its likely they both need replacing.

I'm not getting the point you are trying to make with this?

adult social care budgets are funded entirely differently to children's budgets with different thresholds. I'm missing what relevance SEN children's family transport options have to do with your friend's scooter shed?

Your disgust at Adult Social Care is misplaced however, this is between your friend and the housing association. I can't imagine a scenario where adult social care would have any role in agreeing a storage shed for a mobility scooter, the occupational therapy team would potentially have a role in assessing for a level access shower but depending on local arrangemnts it would still potentially be on the HA to do a refit of the shower.

Wonder how well "the parents have a car so the family can access the community" would go down if told to the family with a SEN child

Sorry. I'm still not clear - is it that he can't move to a property with walk in shower and mobility scooter storage or does he want to stay where he is and have these adaptations made?

JenniferBooth · 16/08/2026 19:34

Fluffyholeysocks · 16/08/2026 19:29

Am I right in thinking he lives in an HA house, wants a mobility scooter but there isn't sufficient storage for one? And that he wants a walk in shower in his home? But the HA can't move him to a property with either?
Not all HA homes can accomodate storage for a mobility scooter - presumably he lives in one that doesn't?

That was the shower

Why was he refused because they ‘haven’t got the money’ if all he was asking for was permission? That makes no sense OP.
