ID without driving licence or passport

My Mum is 91. Her passport is lapsed and, as it is very unlikely she will leave the country again, we haven't renewed it. Her driving licence expired at the end of December. She gave up driving last year but we wanted to renew it just so that she would have photo id given she doesn't have a passport any more.

We sent off the renewal in December and I chased it up today to be told it is with their 'medical department' presumably because of her age. So far I haven't been able to get through to said medical department.

Govt departments are pushing for registration with One log in, etc, and it is hard to be without any id these days. I wondered what other seniors in a similar situation do about this?

An update if there is anyone out there interested. Some time after I was told the driving licence was with the medical department, Mum got a letter and a form to fill on. The only thing it asked about was a stroke she had a decade ago from which she recovered quickly. At the time we notified DVLA as required and were told she could drive as soon as her GP said it was OK. The form was bizarre, it asked questions only appropriate for some who had had a recent stroke. Luckily Mum keeps good files and we could answer.

Sent the form tracked and it arrived well within deadline (tight considering the postal service) deadline. Many weeks went by and then received a letter saying they had had no response, enclosing the form again. I rang up and has told they had received it and it remained with the medical department.

That was a couple of months ago and to be honest we had given up and were ready just to pay for another passport. Today she received her new driving licence.

I agree that DVLA should do checks when renewing licences for 91 year old drivers. However, in this case they didn't do this they just asked about one condition from years ago and didn't ask about anything else.

For anyone who doesn't read a thread properly Mum has no car, hasn't driven for 2 years and rarely drove in the few years before. My original post was purely about alternatives for ID. I imagine if this were solved, DVLA's medical department would need to deal with fewer cases.

It's HMRC I'm concerned about. Mum (me) has to do a tax return and I'm worried they will move over to the One log in. Apparently, I could drag poor Mum out to a post office but it isn't clear whether they would still need the photo id.

I'm pretty sure over 90s fraud is pretty minimal and think they could make exceptions for our very senior citizens!

Fraud involving the elderly is extremely common.

not them committing it, but other people taking advantage of their vulnerabilities.

my elderly aunt was defrauded of 100k by a relative. I believe that if banks took more trouble verifying ID this wouldn’t happen so easily. Funnily enough once the fraud was exposed the bank then insisted on seeing ID for every single transaction to make sure it was her and not someone with her bank cards and personal info.

there are several interesting facets to this discussion. The problem of ID is absolutely bonkers to me, i have dual citizenship (thanks to Breit) of an EU country with ID cards, Previously to having citizenship and thus an ID card, passports were of limited use as proof of ID which often needs to be coupled with proof of address (which is not on your passport).

Which is one reason I'm ok about ID cards. I am surprised that a Citizen Card isn't universally accepted, that is equally bonkers. My mum usually uses her buss pas for photo ID, but if she were to go into a care home, she may not renew that. So, stuck. I will cross that bridge when i come to it (her passport is expired and she has no interest in renewing, but i would if it was going to be the only acceptable proof of identity)

The other, and very concerning to me because this is definitely my mum, is that of Digital Exclusion. Which, of course, is not only related to age. My mum used computers for years, got an online connection before i did and was very much au fait with online banking etc etc. But now that has changed for various reasons, but there are things that just cannot be done (including but not limited to cancelling/changing her mobile phone contract). Given how the internet/power/infrastructure can be affected by everything from hackers through weather to war, we really need to have robust systems in place for everyone, but especially the Digitally Excluded.

Is a provisional driving licence an option for you? I only ask because they're a lot cheaper, and you don't need to have any intention of actually driving. If you don't have any of the medical conditions that debar you, worth considering.

Oh, good idea!

I've got this problem. Things like bus passes and alternative ID cards don't work any more. The list of things you can't do without a passport or driving licence grows daily - from taking the money out of your Vinted seller account to using the government tax and other gateways. Some things would not let me re-register now without it, and I'm scared they'll suddenly demand verification! (Revolut did, but I rarely used it anyway.)

I'm resigned to all the palaver and expense of getting a new passport 😡

My elderly DM has used her out of date passport as ID. It’s not valid for travel, but it does seem to be a valid ID.

TreadSoftlyOnMyDreams · 10/03/2026 18:17

It's also going to be accepted for Digital Identity for purchases of alcohol so you can load it into Easy ID or Yoti.

But not One Log in it would appear so the OP is stuck needing a passport.

Your words were "anyone".

They were indeed. It amazes me that anyone believes this, that the number of people holding this view isn't zero. Nothing in that post suggests that you are a member of the cohort being discussed.

Another person saying don't bother with CitizenCard, it's not accepted in now situations than it is. Even Wetherspoons won't accept them!

Re DVLA, good luck getting through to the medical line as I did not manage once over several weeks. I can, however, recommend getting your MP involved.. they magically picked up the phone 48 his later.

Wetherspoons has accepted mine. Literally everywhere I’ve ever used it has accepted it.

I don't drive due to disability. Places that need my driving license accept my free bus pass, if they don't, they change their tune when I point out that I have been TOLD NOT to drive, by my neurologist, and given the FREE bus pass because of a letter she sent to the bus pass people saying she had told me not to drive! ...

LittleGreenDragons · 02/03/2026 14:08

You are able to offer other forms of ID but usually need 4 or 5. Council tax, utility bills, birth certificate (and marriage) all add up as proof but honestly it's sometimes worth chucking money at the problem and getting a new passport, it'll cost you the equivalent of £12 per year.

My local council refused to accept their own disability bus pass (with photo) and their blue badge (with photo) for their voting ID paper. It's ridiculous.

Edit - BTW if you need to buy/sell a house or get a divorce you need photo ID from passport or driving licence only now. I'm thinking if OPs parent owns their house but has to sell for care fees they will need it for that.

Edited

This isn't true. My elderly mother has no driving licence or passport and has recently sold her home.

Then I'm not talking about you.

But in this thread, and others at the time when they were proposed, there's discussion of them as a solution to the expense of a passport. Personally I've no objection to them being provided at cost to those who for whatever reason find it preferable to a passport. Long as it's optional.

Never thought they would be.

Still support them though.

We ended up getting my mother a new passport. Very straightforward online even though her old one was expired and we couldn't find it anyway.

kiwiane · 10/03/2026 17:27

Would her old passport do?

Amazes me that anyone believes ID cards wouldn't also be an expense and administrative faff. There's not a chance in hell they were ever going to be provided free.

OP, you can renew Irish passports from the UK online, I did the kids.

Never thought they would be.

Still support them though.

cestlavielife · 10/03/2026 17:25

Check if they will accept out of date passport. 8t still confirms identity

GentleSheep · 10/03/2026 17:23

I don't drive and my passport had elapsed some 20 yrs earlier, but I was able to get a new passport via the Post Office who even took the pictures for me. That was a painless way to get a new passport apart from the cost. At least I have a valid ID now.

Oblahdeeoblahdoe · 10/03/2026 17:19

This is one of the reasons I support ID cards. Even renewing my DM's blue badge was difficult without a driving licence or passport.

OchreSnail · 10/03/2026 17:14

ProfessorRedshoeblueshoe · 02/03/2026 14:02

Get a bus pass. They are free and can be used as ID for voting

Apparently not acceptable for my mum to renew her senior Railcard though! She was in the same position, no licence and passport just expiredWe looked at the citizen card but they could do with another option beyond 'over 18' to make it more appealing for pensioners. She ended up renewing her passport, so I guess we'll need to take a holiday to justify the cost 😆

Wishmyhousewasbigger · 10/03/2026 16:56

We sold a property, and neede to pay CGT, DH no longer has a driving licence. The part of HMRC to pay CGT is done online, needs to be done by going to the government website and thence to HMRC, they need two forms of ID, passport,Ok we have that, but nothing else, or take a photo on phone, impossible for DH as he has poor eyesight! Frustrated by now I sent a snotty email, pointing out flaws in system. Guess what? You can send the account by snail mail!
