I think there is something important in this though, and you mentioning what thought process each side used formulating the MOU, is an astoundingly important point really. First time I have seen it mentioned. My thoughts are a bit muddled and I don't think I can tie them together well, but here goes. Again, happy to be corrected if wrong.
As well as having a keen interest in the history of Engineering, I am also interested in Christianity, and history of. ( I am ex Christian, now atheist). At the moment, for example, my reading material is early Popes, and what they got up to.
This combines with my Engineering interest. Because I often ponder, what was the world like before the scientific method ? Throw in the printing press here too. And random thoughts. How could Christians be Christians when Bibles were so rare, and few people could read them. Did pre printing press Christians actually know the Bible when they done trials for heresy etc. Now I am getting into Dunning- Kruger because I do not know Anthropology.
Printing press. They were first used to print Bibles. It was not till likes of Newton was printed that things kicked off. China had a printing press first. It never took off and was forgotten. I have pondered that and wont get into it. It's gonna get more Random now sorry.
Peasants. Not an insult. I know some. Come across them. I think difficult concept for most westerners to understand. I think basically prescientific logic. Local superstition rules. Mao. How can we say Peasants were Marxists, when Marxism is so difficult to understand. Does anyone understand Marxism... I struggle. Cultural revolution. The 4 olds.
On peasants. An example. We live in a high rise. All high rises where I am. And a problem is old country folk visiting. Think pre lost generation folk. They often just throw rubbish out the window. A 20th floor window. Cos their logic is in their hometown house, ground floor, they sweep rubbish out the door. They have to be told NO.. do not throw out window. No cause and effect thinking. Action leads to result.
Now Iran. Phew. Theocracy. Thow in Afghanistan etc, And we often hear the term "Stone age" used. And then you post, what logic system did Iran use for the MOU.

Re Iran. I have mostly been using my understanding of Authoritarianism, Propaganda etc.
But you saying "what thinking method do they use". Astoundingly important.
We can also throw in language. Because that affects logic too. But I am crap at that, so I can't explore it.
