Exactly. Hamas and Israel are at war. Hamas leadership is a legitimate target.

Hamas didn't seem bothered about international law when they raped and murdered Israeli civilians.

Now Hamas realize that no matter what Israel will never negotiate any form of ceasefire and will sabotage any means of negotiation indicates certain death(at best) for the hostages.

Absolutely it is, however the rules do not appear to apply to the Israeli government (with the full knowledge and assistance of America and certain NATO countries).

It will be interesting in the future as International Law and the normal rules of engagement have been so thoroughly disregarded that anything will be on the table between adversaries.
