No, Hamas is not causing the lack of humanitarian aid in Gaza.

There is no exception to the law that requires Israel to ensure humanitarian aid gets to the civilians in Gaza.

It is a fact that not letting in humanitarian aid isn’t affecting Hamas at all. It is not striking back at or limiting Hamas’ capabilities.

That is why it is a law that all armies must follow when operating in a war zone and why denying aid is illegal collective punishment.

How do you want to assess the impact? It is estimated that only 7% of the aid needed is entering Gaza. So that’s aid for around 161,000 people out of 2.3million.

From there, yes Hamas is undoubtedly commandeering some of it for their fighters and the hostages. So say, worst case and the few isolated incidents reported to date are the tip of the iceberg. Hamas isn’t going short at all, they are fully fed, watered, and supplied. This means as a worst case, they are snaffling 1.3% of the aid Gaza needs, or enough for 30,000 people.

So Israel is responsible for denying 97% of the aid needed to Gazan civilians.

It isn’t alright for either situation although I do think Israel bears more responsibility as they have blockaded the strip. Hamas isn’t going to starve or die of dehydration, for Israel to claim that blocking aid would impact Hamas in the slightest is a red herring. It can only and has only affected the vulnerable and innocent trapped in Gaza with Hamas.
