SIL and brother called DS Charles, he is only known as Charles. I am aware this could change when he gets to school however parents insist on Charles.
I told my mother if my baby (14 weeks pregnant) is a boy he will be Charlie, Charlie would be on the BC after my husbands dear grandfather who is no longer with us.
Mother was horrified and said I could not use the name

please give me your thoughts

I wouldn't name baby Charlie if that's the case. I'd use as a middle name

Cross posted with PP there!

Yes it’s weird and I would find it quite bizarre if my SIL/BIL did that but there’s a sentimental reason why you want to use the name and so, if you are set on it, just tell them beforehand that it is very important to you and DH to honour his grandfather and you will be calling him Charlie.

I would use it as a middle name if I was you, unless they are very distant and you hardly see them

If it was me, I wouldn't use it as a first name, probably just as a middle name.

But it might depend on how close you are to your brother and his family and how much time the cousins will spend with each other.
