With that spelling, I'm not aware that it had been used for a name.

But the registrars aren't allowed to say anything when people turn up to register their dc.

I haven't seen it spelt as 'Reign' in the UK. Raine, as pp said, is a longstanding name and I've come across 'Rain' used in the same vein as, say 'Summer' as an earthy, hippie sort of name.

It's usually spelled Raine - been around for yonks (eg Princess Di's stepmother)
