Either Navy as in the colour, or Navvy as in slang for the Royal Navy.
Either way never heard of it. I do think Navvy is slang for toilet.

No I would pronounce Navee as Nav-EE with the emphasis on the second syllable

And Navie as NAH-vee with the emphasis on the first syllable
