Which do you prefer and what 'feel' do you get?:
Rafferty
Rafe
Raffey/Raffy

I love Raffey but feel like we should give a 'proper' name on birth certificate. I don't want Ralph in case it's pronounced Ralf.

If you like fairly unusual names @Overthinkingalways (I see your first son is approximately number 250)
As someone has already said- there's quite a lot of popular boy R names and they do all merge into one so I'm not sure if Rafferty is as unusual as you're expecting. Although it's low down in the charts, lots of names like Ralph are approaching top 100 and are getting shortened to Raffy. I know a few Rafferty, Ralph, Rafe, Raphael ... all of which get shortened to Raffy.

Yes Arthur probably too popular for you too, I'd avoid all the top 100 names

The other contender is Arthur. But the popularity puts me off. Especially as DC1 has a fairly unusual name 250ish in charts.

I'm not keen on any and R names are very popular at the moment.

Rafferty is a nice surname.
Rafe - not bad
Raff(e)y only as a nn.

Raphel too similar to Raffle.

Raphael is popular around here (grim area)

Of them, Rafe.

Sorry to not be more positive. Raf just makes me think of the military.
