Eleanor would definitely not be used as a first name as it's also my nanas name.

Lucy Eleanor sounds better.

Penny Eleanor is a bit of a tongue twister somehow.

But to be honest, they will rarely be said together, so you should just choose the one you like best.

Lucy Eleanor would be my choice. I must confess though I always think of Penny as a nick name so I am probably bias.

Penny Eleanor sounds odd when you say it together . Don’t like Eleanor at all though sorry. Penny is better than Lucy

I'd much prefer Eleanor Lucy, as I personally find Lucy a bit cute sounding. But Lucy is still nicer than Penny, which is too nickname/insubstantial as a given name for me. Penelope Eleanor is okay (although again I like the sound of the similar Persephone more than Penelope).
