Luther - I think this is hard because of the TV programme. I know a very cool, very bright 19 year old Luther so, until the TV programme, I would have loved this name association.
Jack - nice
Finn - like this
Louis - nice if pronounced loo-ee not loo-is
Oliver - I like it but it's super popular
Noah - not keen
Ryan - really really dislike

I like Jack best of your choices - it's fairly classic and there aren't quite as many babies named this now (as compared to 15/20 years ago, although I admit I like Jack best as a nn for John).
Oliver is also nice but is just too popular for me.

Noah, Louis and Finn are all okay but Noah is a bit trendy now, and I personally prefer the sound Ezra or Asa over Noah, and of Lewis and Flynn over Louis/Finn.

I like Ryan and Luther the least - Ryan feels quite dated and Luther is a slightly harsh sounding surname to me. Perhaps Ethan, Evan, Logan, or Rowan instead of Ryan; or Leo/Leon or Luke/Lucas instead of Luther?

The naughty children names were dated. Similarly, the celtic names tend to be a couple of decades behind the trend, often inspired by a celebrity around the time of the birth.

Two of the naughty boys names in my childhood were Terry and Jason.

I hate names being described as 'naughty boy names'. It's almost always the ones with Irish or Scottish roots.
Or Welsh. It's if there is no or only a vague connection.

Growing up in a welsh-speaking community, the naughty children names were english names.

Dislike Luther and Ryan, the rest are nice, if a bit popular, would probably choose Louis or Finn.

Anyway, I like all OP's list with the exception of Luther and Noah.

My favourite is Finn I ran out of children and had to use it on the dog

Noah - too biblical
Luther - reminds me of Luther Van Dross
Oliver - dated
Louis - dated
Ryan - very dated
Finn - belongs in the bin

Louis and Noah are the only ones I like.

They're all rather popular (apart from Ryan, which is rather 80s/90s-sounding to me, and Luther, which I somehow feel I should like but don't).

Jack, Oliver and Noah are all fine.
Finn is ok.
Luther and Ryan are not nice, Luther sounds like a serial killer to me for some reason...

I love Jack and Oliver.

I'd suggest Joseph, Jonathan or Nicholas.
