Why don't you just look at the ONS statistics how many of each were born over the past years?

I'm guessing that Clara is much more popular. Possibly due to Claudia's unfortunate meaning.

I know of one Clara (Dads friends sister), but hers is pronounced Cl-air-er rather than Cl-ah-ra.
