I would consider the teenage bullying if you are in the UK OP.
Neither are very feminine names either as you asked about that.

Harley (and I wouldn't worry about bullying with it).

Harleigh looks weird.

Why does it have to be feminine? She's a girl - don't need to prove it with a frilly name.
Harley is the only acceptable spelling.

Harley I don't mind. Haven't heard it before (apart from the bikes). I don't like Harleigh.

Harleigh is awful.
Harley is acceptable I suppose but lots of people will automatically make the Harley Quinn association. Are you ok with that?

If you're going to do it, you might as well ise the proper name - Harley.

Just be aware she'll be known as a really good ride...

If you must, spell it Harlie. Harley is a boys' name & Harleigh is fussy.
