The Rafferty I know is about to turn 3, not met another but have met a 1 year old Rafe.

I think it sounds quite posh. I know a perfectly lovely Rafferty, he's not posh posh, but certainly from a friendly middle class family. It is a bit try hard to be posh, but I like it a lot. It's on a level with Hugo on the posh sounding-ness.

Nowadays it's a name for someone trying to look posh but not quite achieving it. That said, I do actually like the name.
