Eh-loo-eez. The original French has a diaeresis on the i (Éloïse) to show that the two vowels make two separate sounds, ‘oh’ and ‘ee’.

El-ooh-ease. The difference between the "ooh" and "ow" sound that posters are describing doesn't exist in my accent, though. Girl I knew from Surrey with the name definitely pronounced it with an "Looh" sound in the middle, much like Louise.
