Lewis.
William is dull and Billy is horrible as a full name. Has no class to it, it's just toddlery.

but why would you have Lewis when you can have Louis?

Because Louis is a French name and it is often mispronounced as Lou-is outside of France. On the other hand, Lewis will have no risk of being mispronounced.

Louis (pronounced with 'ee' ending) is lovely. Lewis is OK I suppose, but why would you when you can have Louis?

William is a fine name (Billy for short).
