DH is half Welsh. We live in England and are unlikely to ever live i Wales, we may visit on holiday though (no family living there).

DHs DGM passed away last year, she had a very Welsh name, but hated it but was very proud of her Welsh heritage and other Welsh names so we would like to honour that.

I'm not keen on Ffion or Carys/ Cerys but do like Seren though realise it is very popular in Wales (never met one myself). Anwen and Tanwen are out though due to family names.

Any suggestions?

I really like Mabli @MikeUniformMike should it be pronounced May-blee or with the Ma sound as in man?

There are many to chose from. I like Ffion but Carys/Cerys seem dated as they were popular in the 1960s.
Seren is a new name and will date badly IMO.
I would avoid a welsh name personally as many don't sound very nice when said by non-welsh speakers, maybe use a welsh name as a middle name.
Some Welsh girls could work - all are phonetic (if you speak welsh) but some are almost unpronounceable.
Ones that might work include:
Non (rhymes with on), Nia (Nee-ah, it's the welsh form of Niamh), Beth, Ann, Mali, Mabli, Cadi, Bronwen, Gaenor, Ceri (Kerry) ...
