Which do you prefer? I can't decide, I love both.

Both lovely I prefer Eliza. However I'd go with Elsa as it's more unusual.
I don't get the problem with the Frozen association, to be honest. No one says anything about the name Thomas and The Thomas and Friends association, do they.

I prefer Elsa sound wise, I don't know why, but the sound of Eliza really grates on me. However with Elsa, you have got the Frozen thing, and there's a second film out soon (I think).

There's a Hebrew name, that looks like a cross between both names (but is a name in its own right), which is Elza. It means 'joy'. I think it's better than both Elsa and Eliza.

I have only met one Elsa and think the film has (paradoxically) probably made people cautious of using the name. It's a much softer and prettier name than Eliza IMHO. Eliza makes me think of downtrodden Dickensian servants, and while the name has made a comeback, I think it has now had its day (again). Of the Eliz(s)abeth-related names, Liza is stronger-sounding and would sound fresher now. I also like Elsie and Elspeth.
