Like the pp I think Jasmine is the nicer name so I'd put that first. One name will become her identity while the other will get a very occasionally mention, so choose the one you like best rather than worrying about how they sound together.

I prefer Jasmine to Ivy, so Jasmine Ivy.

There are so many Ivys at the moment, whereas she'd probably be the only Jasmine in her class.

I was only thinking yesterday that I love the name Ivy, personally I’d go for Ivy Jasmine, both beautiful names though :)
