My gran was called Phoebe. Her sister was Clara (but pronounced Claire-a). But people might think you're a Dr Who fan.

Imogen. (which is horrid and hard sounding but often seems to be paired with Phoebe for some reason)

3 of the Phoebes I know have sisters called Grace.

1 has a sister called Hannah (but she is much older) the other has a Megan.
