In this case admitting (without a shred of recognition) that they haven't already
been suspending staff suspected of accessing records improperly.

Raising my next question of "So how seriously were they taking it before ?" (because the answer is an axiomatic not as seriously as they are now).

On one hand, I obviously think it's wrong to snoop, worse if it's because you're going to do something with it, eg tell your neighbour their kid is pregnant, or thinking of selling a famous patient's private information. Even if you're just curious, but weren't actually going to tell anyone, so there's no risk of any harm/info coming out, it's wrong.
But with the way hospitals are, private information is very easy to hear. On post-natal wards, you hear everything about the woman in the next bed. . In AE, when you're asking a nurse about your relative, it's so busy and crowded, lots of people can overhear the answer.
If you care about privacy, we shouldn't have corridor care, and should ideally have rooms instead of wards.
