AIBU to think emailing a link to a DIY CBT programme isn't mental health treatment?

That's what I've been offered though, after months on the waiting list. If I was able to fix it myself I'd have already done it.

CBT never works for me even when I had a CPN it didn't work.

This is what the NHS call stepped care. You have to "fail" the less intensive, wellbeing practitioner led cheaper treatment (known as step 2) to get stepped up to the therapist led CBT (step 3) or other therapy. Unless you have a condition that has in the guidelines that it should not be treated at step 2, or you are at the severe end, they will always start with step 2. That said, some people do find the online CBT helpful so try to do it, keep notes about why it doesn't work if it doesn't and they will review.

Is it an online CBT programme? I've done one of those and found it really effective.

They are a very established treatment with a lot of evidence behind them.
