Hi came home to find this wristband kinda thing sitting on my dressing table any idea what it is?

Looks like something that would be wrapped around an electrical cable and like PP have said round the handle of a new handbag

Or if you have new bedding it could be an offcut that could have been inside it or the packaging

Definitely a fastener of some sort - I have similar on the battery pack of the fairy lights on my door wreath to hold it in place.
