Could there be stricter rules on dog ownership?

Thinking of getting a dog and came across this article? Could there be stricter rules and regulations on dog ownership?
Many, like the RVC, believe there should be. With so many pet dogs in society – a significant proportion of which have poor social and training skills – many feel there needs to be more interventions to emphasise the importance of responsible dog ownership. We are already seeing more restrictions on dogs in public spaces in the UK. Councils are frequently adopting Public Space Protection Orders, to ban dogs from areas such as public parks, beaches and even car parks.
This is largely as a result of too many people allowing their dogs to foul public spaces and creating tension by walking too many dogs at once. Indeed, in many towns and cities – especially in tourist areas, the numbers of people visiting with a dog has become vastly more noticeable.

Are they doing anything wrong?

It's pretty hard to track down your dog's pile of poo when it's off gallivanting with a pack of other dogs in a big park. Assuming you're interested in picking up your dog's poo, of course.

I live in a suburb of a big American city where there are strict rules on ownership of dogs and their deportment in public.

Dogs have to be registered at city hall, and in order to register, owners have to show proof of all vaccinations (wild animals carry rabies here) and also chipping.
No more than two dogs per address.
Dogs have to be leashed at all times when outdoors in front of their home.
Max two dogs walked together by the same person at any given time.
Dogs are not allowed on playgrounds. They can be in parks, leashed and fully under the control of their owners.
Owners are required to pick up poop after their dogs. Owners can be fined for violations.
Nuisance barking / howling/ whining is dealt with by a visit from Animal Control to discuss remedies for the dog, followed by fines If the problem persists.
There are three locked dog parks; owners register and pay a nominal annual fee for access to the dog parks (by scanning a card).

Random question. WHY DO some dog owners hang poo bags on trees?

Because they’re feckless, selfish and irresponsible. Think nothing of leaving dog shite in bags hanging in tree like sewage baubles

Local environment workers/street cleaners. Its a swab sample taken from the poo tested in a lab. Police can also request dog documents/dna cert at random. They are very rigid with animals like dogs coming over the border so it's easier to contain granted.

If everydog is chipped, all this information can held centrally. It would rely on local services carrying chip guns.....folk would soon get the message. £1000 fine if tour dog is found to be unregistered or has no dna on record in Gib.

Could most be like owning a car and registering new keepers etc but all done via the chip. Going forward vets should be able to retain puppies coming in for initial injections if not chipped/DNAd

Edited

What happens to the dogs owned by people who do not pay the "poo tax"?

FeeLipa · 28/10/2025 22:28

Unfortunately some people are just idiots, and they own dogs. I'm a dog walker and spend most days trying to avoiding them.

It's the feckless breeders who churn out litters and sell them to anyone with money who should be regulated. Last week on FB a post popped up from a 70yr old looking to re-home her young Belgian Malinois as she couldn't handle it. Who sold her that dog?!

I also had an enquiry if I could walk an Anatolian shepherd who lives in a 3rd floor flat. They're breed to live with herds and kill wolves FFS.

CinnamonBuns67 · 28/10/2025 22:22

There should be there's too many bad owners out there. Now I'm not just talking about the ones who are behave cruelly or leave them in the garden all day with no proper set up or interactions. I'm also talking about the dog owners who don't know how to feed their dog properly, don't exercise their dog the way they need to be, don't bother to properly train their dog (I had a jack russell owner tell me their dog didn't need training because they are too small to do any real damage) and just generally don't look after their dog properly. Then unfortunately it's the dog that pays the price when it all goes wrong.

I'm all for vets checking for microchips and microchippibg if one is not located. It should be compulsory and a central scheme to cover the cost (funded by registration fees). Registrations could be cross checked to chips to ensure everyone was paying their share.

I would rather have rules around who can have children.

Any fuckwit can own a dog.

The same fuckwits can also have children.

I'd much rather be sitting beside a spaniel than a screaming toddler in my local cafe.

HOUSE! There it is. The prefer dogs to boisterous child poster.

CoffeeLipstickKeys · 28/10/2025 21:59

Which lab? Given the huge amount of dogshit who’s responsible for swabbing, tracing and fining.
I mean, a quick walk through any park with trees you’ll see all the dogshit hanging from trees like sewage baubles
if LA struggle with pot holes, how are they going to swab, trace dogshit and fine irresponsible dog owners

Where are the resources for people to be picking up stray poos to take for DNA testing?

I was trying to be ironic @CoubousAndTourmaIet , I clearly failed 🤣.

I would happily knit a jumper for any dog that wants one! Especially a greyhound.

Sorry 😳 I do this all the time. Socially anxious and awkward 🙄I'm much better at understanding dogs than people, that much is clear 😬

Of course not - but we were talking generally & I think a lot of the time it comes from a good place with owners, they love their dogs so much & don't necessarily realise some things aren't in their best interests. I think more people love their dogs and are misguided than there are people who just dont care about them.

I don't disagree. I dislike the idea of dogs (apart from assistance dogs of course) being dragged around shopping centres. Slippery floors, bright lights, strong smells and that level of noise is not natural or healthy for most dogs, particularly the larger breeds.
I think for me, loving my dog is tied in with trying to see things from her perspective. It horrifies me the number of people now who buy a puppy purely because it looks cute, but give absolutely no consideration to whether the breed instincts are going to suit their lifestyle.
So I think in many ways I can see both sides of this debate.

BluntPlumHam · 28/10/2025 21:35

It’s the dog fouling and letting them urinate against people’s posts etc that gets me. We need dog wardens because it’s just shit smeared everywhere.

Hardhats · 28/10/2025 21:33

I don’t really understand how it would be enforced, like is it just new pet owners or existing owners too? Cause I can’t imagine the government doing anything about someone’s badly behaved 14 year old poodle. So the issues you mention will never be fully addressed

Allofthelightss · 28/10/2025 21:27

Yes. I say this as a Staffordshire Bull Terrier owner who is responsible and has worked damn hard to train mine but is sick fed up of out of control doodles & dachshunds with zero recall being allowed to terrorise other on lead dogs.

I believe the majority of owners now do not bother training their dogs anymore/glued to their phones & think everyone else just has to deal with it. I would happily accept paying for a licence/more on lead spaces if it helped change that.

@Dontletthebedbugsbite2 @Tutorpuzzle
Not all of us do put human emotions onto our dogs. I respect my dogs heritage as an outdoor working dog and treat her accordingly. I don't take her in cafes or shops because I know she'd hate it. But not all dogs are the same, just as not all people are the same. I can see both sides. My dog is a mountain dog with a thick coat - she doesn't need a jumper, but a Greyhound does because it lacks the plush undercoat my dog has. My girl could live outdoors in winter but not all dogs can. Some dogs can be trusted to walk off the lead but others, like mine, cannot because they don't understand recall. Mine is never off the lead in a public place.
They're not all the same, they all have different needs.
You can't just chuck every dog and owner into the same pigeonhole and generalise about everything they do. Not all of them are fur babies (mine is decidedly not for starters) but some are. Lap dogs and toy breeds were bred to be just that - they can't herd or hunt or guard so it makes no sense to judge them to the same standards as dogs that can and do.

The doggie mums will rebuke, deny, dismiss any account of a dog misbehaving
Stolen sandwich? No! Lies? Untruth! Must be embellished story
sure, no dog ever did that. No siree

Where did I say it was untrue or deny it? I did not. All I suggested was that it is a frequent occurrence on dog discussion threads. Do not twist my words.
