The concern being that they saw two people at a hotel. That is not grounds for a concern.
I am working with the information that the OP gave us. She said she has a thought and didn't see them at a hotel but someone else did. So she hasn't any evidence as she didn't see anything.
So she has a thought and nothing else.
So again going to the governors and saying I have a concern that two members of staff were at a hotel together which I didn't see but someone told me is not grounds for an investigation.

No, I didn’t say the teachers need assessing. I said the concern needs assessing – please direct quote if you see otherwise.
Any concern from parent at school needs assessing if they wish to report it.
The issue you have is that you believe you explicitly know the details of what the OP does. You don’t. She posted twice. That’s all the information you have.
What you personally believe you know to be true, based on absent or incomplete information, is completely irrelevant to the discussion.

What needs assessing? How would you assess a thought and something they didn't see.
My assessment is there is nothing to assess. She has no information other than a suspicion. She said that is all she has.
If she had other information it would not be a suspicion it would be evidence.
So by all means tell me what the assessment would look like? I assess your report as being a non-report as there is nothing to report.

You said the governors can then assess them. Nope they will not.
The OP has said she had a thought about them and then hasn't seen them at the hotel but someone has. That is the information.
If they were seen doing something she would say - they were seen necking at the hotel or she was seen on her knees at the hotel. She said they were seen at a hotel.
Being seen doesn't warrant a report or an 'assessing'. What it does warrant is a report of harassment.

There is no information if there was it wouldn't be a suspicion!
The school will not investigate two members of staff at a hotel.
Washing cars and Tesco are relevant because if you report someone for being at a hotel it is on a par with reporting someone for being in Tesco or seeing them at the carwash.
There is no difference between seeing someone at a hotel and at a Tesco.
You can't investigate a teacher for being at a hotel. It just will not happen.

They are not allegations they are suspicions which are thoughts.
You don't and yet you want someone reporting for socialising which nothing will be investigated.
Do you report teachers at your kids school for going to Tesco or getting their car washed?
This is on a par with that - reporting teachers for being human and doing normal human things like visiting a building.
You can't sack a teacher for going to a hotel or that would be all teachers in the UK out of a job.

She said 'historic suspicions' + 'been seen at a hotel' so it is just a thought. As suspicions are just what you think along with the shocking hotel incident is her 'becoming aware'.
So suspicions and seeing two people at a hotel is 'becoming aware' of nothing.
Oh she can report which I hope she does and she gets her arse handed to her on a plate. Absolutely piss funny. I'd actually love to see that happen and the new arsehole that she gets as a result!
I hope the teachers then report her for harassment which nothing you say can stop them doing so and said parent will then at least be banned from the school.

Absolutely it doesn't but there has to be a reason to investigate or else there is no basis to do so.
And the reason can't be "I think" like the OP gives.
There is no reason to investigate as there is nothing that has given a cause for concern.
Reporting that you have a concern that staff are socialising as that is the only 'maybe' event that has happened and is not going to be investigated as it isn't a cause for concern.
Oh it is and you are avoiding it.
Nope doesn't need to be a genuine concern.
It is just if they 'think' or say they 'think'.
That is enough to report you or if they are pissed off with you then that can also be a reason to say 'they think' and you'll lose your kids while they investigate a 'thought'.
A thought is all it needs. If a teacher thinks that idea up then that needs an investigation as if a parent thinks an idea up about a teacher then that warrants an investigation.

A concern does not have to be based on a ‘proven fact’. There are many types of information that may cause someone genuine concern. Based on the details of that concern, the governors can decide what to do or not do.

Oh it very much is relevant as if you think that parents can report teachers just because they think and without any evidence then teachers can do the same to parents without any evidence.

OP: I want to report a cause for concern.
CoG: What concern?
OP: I heard that Mr X and Mrs Y were seen at a hotel together.
CoG: What is the concern?
OP: They might be having an affair?
CoG: Were they doing anything that gives you any reasons to suspect it?
OP: No
CoG: What did you see?
OP: I wasn't there.
CoG: So you didn't see anything of concern as you were not there and the person who was there saw nothing of concern?
OP: But I personally think they might be having an affair.
CoG: Have you any evidence that suggests this?
OP: They were at a hotel together.
CoG: How do you know they were there? How does that imply an affair?
OP: Dave's mates' dog told me.
CoG: So there is no confirmation they were at a hotel? You were never there? You didn't see it? There is no details of anything behavioural that suggests they are having an affair? And yet you are concerned? Why?
OP: Because they might be having an affair and I want it investigated.
CoG: You want me to ask why someone was socialising with someone else which is not against any rules in this profession?
OP: Yes because I am nosey.
CoG: So let me get this right - there is no evidence of a breach of conduct, there is nothing they have done to imply a breach of conduct, they were behaving normally, no one has confirmed they were in the same place together and yet what you think has happened is a cause for concern?
OP: Yes
CoG: You want me to investigate two members of staff with no evidence they have done anything wrong and for no reason but that 'you think'? You want them suspended and their mental health in ruins because of some idea you have about them based on nothing at all?
OP: Yes
CoG: There is the door. Please leave.

That is all that has been seen - if they were seen. That they were socialising. Which is not a cause for concern nor is is breaching any rules nor is is not allowed as two teachers. Nor is it suspicious. Nothing about it is a concern.

The person who saw something bad happen can report and given nothing bad happened it was just two people standing in a hotel there isn;t anything to report. Otherwise they are not reporting anything. They are harassing as it is not a concern.
Reporting people at a hotel as a concern that you do not even know were there is not a concern, it is harassment.
Reporting seeing two people on a car bonnet is a concern.
Oh she most certainly can but the school cannot discipline anyone for being at a hotel or investigate why they were there as that is their right to a private life. They would say sorry two people have a right to be at the same place at the same time.
If they saw them there pissed and mouthing off or fingering her in the bar then that would be a different issue. As it stands this was just two people in a hotel which is not a concern.
