When should new puppy meet other dogs?

We picked up our 8 week old puppy on Friday. He is settling in well and I thought it would be a good idea for him to meet my friends 5 month old bichon frise cross today...

Her dog is lovely but was very hyper and loud and our dog got really scared and tried to run away from him and squealed...

I picked him up and even after an hour he didn't want to play with the other dog, have I/am I doing something wrong? Any advice appreciated!

Your Dog should be meeting as many different dogs/people/animals as possible.

I dont know whether I would pick up a puppy if they weren't actually in danger. Sometimes, if they are scared and you fuss them you reinforce the fearful behaviour.

If it was a bit much for the puppy I maybe would have calmly lead him away and out of the situation?
