Well, I hope they knew what they were talking about but it was mostly lost on me - someone in government trying to make something sound more palatable? What's the context? What are behavioural economics? Confused

I promised to winkle out some DfE colleagues who would be happy to get involved
with a behavioural insights discussion relating to the early years and the messages
which Government and sectors give to parents/carers, employers etc. Sorry it's taken
such an age to get back to you - I've barely had two moments to put together in the
last few weeks!
